Ah, so you're making the assumption that torrent traffic is illegal.

There's a ton of legitimate uses for torrents -- any GNU/Linux distro
with a good number of users will use torrents as a great way to
distribute installation media. There's a ton of material on places
like the Internet Archive that are being offered up for sharing, and
BitTorrent is a great way for distributing those files without putting
a ton of traffic.
