Fairly sure from description it is not default behaviour of Apache in Debian (guessing from 2.2.16 it is Debian Stable or derived from). Mod_negotiation multiviews does something like this. One of those features that sounds like it does the right thing but the devil is in the detail. Off hand possibly mod_speling but doesn't sound right to me. Mod_rewrite tends to have fairly high precedence, but I'm guessing those rules applied in the Wordpress directory so if you never get there...... Probably should ask for config in a pastebin.
