I think focus should be on both: fixing open resolvers is probably easier to achieve that doing something against the spoofing of IP packages. It's the same with spam vs botnets. Spam is much easier dealt with (or at least mitigated) than botnets are, so it's good to focus on that too. It's not like no efforts are being made to do something about the botnet problem. Btw, for those reading this who aren't familiar with DNS and address spoofing, two things: firstly, if you find your IP address to run an open resolver, this is something you should fix or have fixed - but it's mostly bad for the Internet, nor bad for you. I don't think it makes you more likely to be hacked. And secondly, while spoofing of IP addresses is an issue, as Simon pointed out, the way the Internet works means it can only be used in some limited cases, that typically don't affect home users.
