As a new stable has been released, testing will be a little volatile as development picks up again. This particular issue in Debian/testing looks to be: http://bugs.debian.org/695361 the last update on which was today and suggests that co-installable man-db and less will be sorted out shortly as the bug has been downgraded to allow a slightly fixed 'less' package to progress into Debian/testing.
