I disable functions like this whenever I install PHP on a server to be used publicly. I imagine that is the case for other hosts as well.

There doesn't seem to be any serious security issues with this function from what I can tell - well, at least no more damage than shell_exec can do if a stray was loose in the network - unless I'm missing something... probably missing something.
