Also current filtering software tends to have a rather high rate of both false positives and false negatives. That's even in a competitive market. Without a competitive market (e.g. ISP level filtering) the quality of such sofware is likely to be even lower. Indeed we already have examples of how poorly ISP level filtering can be with the various Regional Broadband Consortia, including the SWGfL, set up to provide schools with "Internet" connectivity. (Not helped by a common failure to understand that there are time/bandwidth wasting sites which whilst fine at home have no place in school/work. Along with controversial, even potentially highy offensive, issues which are part of the curriculum.)
