Yes. Absolutley. I've been trying to promote the LUGs as places to get help on the Pi forums.

So not just re-flashing, but writing the flash in the first place. All you need is a PC/Laptop with the image and an SD card writer/reader. Get the image via bittorrent, however it's a 2GB image, so there's work to be done to expand it to the SD card size you get.

Maybe not do it for free,  but for a donation to the lug (most people
are willing to pay i think),  or buy someone a pint and we can re-flash
it,

It's not re-flashing, it's flashing in the first place. Alternatively,
selling SD card ready prepared... The Pi comes with nothing. You need to add a powered hub, USB keyboard, mouse (although you can use these without the hub), 5V, 1 amp (minimum) PSU with a micro usb plug, SD card, composite or hdmi cable, and composite or hdmi monitor (or hdmi to DVI adapter)
