In which case you could possibly play them the standard Asterisk sound
file "tt-allbusy" or "nbdy-avail-to-take-call" then hang up on them.
Which means that a) they get charged for the call and b) if they are
using a system which only connects an operator once the call is answered
(and isn't silent) you are wasting their time.

It'll probably confuse them even more if you use something from the
French or Spanish sound files.
