Exactly. It's true that with root access you can do a lot more harm
(and also make the malware less visible) but you can do enough bad
things with just normal user access.

It's also no inconceivable that there are bugs that give programs root
access that shouldn't have it. And if the malware pretends to be a
legitimate program users will be more than happy to enter their root
password to install it.
