The wireless device probably has a non volatile EEPROM memory which
contains things like tx power, rx gain and various other parameters
that can be adjusted to effect the performance of the card. The linux
driver sounds like it is not setting these parameters, so when you
load up windows the parameters get optimised for the current physical
set up and switching back to linux everything is fine.
