I think the trouble is that is a cart before the horse request - even the most avid Emacs user will not use most of the facilities, and more importantly will probably not know which ones will be required - and even their names. Perhaps a get-apt-ondemand would be better - a sort of reverse apt-cache so a user could install the package(s) without needing admin permissions as thats already been taken for the master package. That way when a user has been using emacs for four or five years and has got to the level of wanting to test ^g then libasound2 can be loaded on demand.
