It says in the article...

"The machines, refurbed by Remploy, will come complete with telephone support, 
monitor, mouse and Linux software."

So the support is being provided by Remploy, at least telephone support is.  I would 
guess that the PC would come with a setup guide, I gather training is being provided 
by the UK Online centres.

I don't know much about Remploy but they appear to be a charity so maybe they're a 
similar sort of operation to Free Geek.
