One of nicest things about oOo, particularly when entering data into
spreadsheets is the F11 key.

- Press F11
- Select a cell or a range of cells and double click the entry in the
  styles and formatting dialogue: cells formatted
- Change the formatting instructions (select a style, right click and
  modify) and all cells with that formatting are changed
- If you create your own format instructions then you can attach that to a
  key stroke combination (Tools | Customize) and then save that as a
  default spreadsheet template (File | Template | save). For example on my
  spreadsheet if I press CTRL-N then then cell is formatted to
    -   ,000
    -   2 decimal places
    -   negative in red in brackets

Similarly if I am working in multiple currencies then I tend to create
formats for eg INR, USD and EUR and use the F11 key to format accordingly.

YMMV but it saves me considerable time: and irritates me when I use excel

Anyway one way to solve your problem:
-   Set the format instructions to percentages
-   Enter the data as a percentage
-   Once all entries done, Change the format instructions on F11 to the
    appropriate currency
