Actually that's not always the case!

Some of the lower end Intel CPUs (even Core 2's) don't support Intel VT, whereas some of the newer Intel CPUs on the low end (Celeron Dual Core, Pentium Dual Core) do support Intel VT. It's a pain trying to find ones that do and ones that don't.

Luckily the Intel site is reasonably clear on which ones support Intel VT and which ones don't.

Most AMD desktop CPUs on a Socket AM2 or higher and IIRC all recent Opterons support AMD-V but some of the cheaper Sempron CPU's don't. For instance eBuyer.com have a Sempron X2 2100 for just under 20 quid (1.8GHz dual core 512K Cache on Socket AM2) but it doesn't support AMD-V which is a real shame as I'm after a cheap dual core AMD CPU which does support AMD-V.
