It came from someone who's presumably a dcglug list member, but also a member of LinkedIn. LinkedIn provide the facility to let you upload your address-book or remotely access your email systems for the purposes of connecting with more list members or building up your own "network" of friends and colleagues. My guess is that LinkedIn sent an email to all email addresses in his address-book - including the list :)
The link is relatively harmless - just takes you to the LinkedIn page to confirm them as a friend in the same way facebook, etc does it.
If you don't know what LinkedIn is, think of it as a "professional" version of Facebook... (but only because it's slower and they charge money for anything but the basic service)
