a 4 gb device be big enough to create an install image (or what ever its
called), so I can boot and then install to the dell mini 10v when it

A simple yes or no answer would suffice for this, I am guessing it
should be, as I just need to boot then install, Not sure how to do this
exactly yet, but there is a menu option to create a usb startup disk
creator which I assume is the right option.

1GB is fine for the install image. It simply copies the contents of the CD to the stick (about 700MB) and yes you use the menu option.
