For the file permissions:
Try fiddling with the masking options (which as far as I can tell are "create mask=???" or "directory mask=???"). I think they go in the share definition sections rather than as a global parameter.

It could be that when you save, the program is deleting the old file first or saving to a new and moving it over the old. Just guessing.

For connecting from the other machine I'm not sure.
See if anything appears in samba's log file when you try to connect. I've never used samba with a printer.
