Why do you think PHP is frowned upon for security, external or otherwise?

The bad press PHP appears to get is mostly because it's easily accessible, therefore adopted by the masses ... who don't know how to write defensive programs...

PHP is as secure as you care to program it in. You can create gaping wide open security holes in any language you care to use, if you don't use it sensibly.
