This is slightly old news (March!) and since then BT have rolled out some 
fibre to the cabinet trials.

BT is a commercial company with an obligation to keep their shareholders 
happy, so they're not going to spend money where it's not profitable - 
except when they want to extinguish competition. (e.g. all the 'wisps' 
that sprung up 6 years ago) My exchange was in the last batch in the 
country to get ADSL, and then ADSL2. It has no target date for ADSL2+ let 
alone FTTC. (however I'm fed from a pole which is underground ducted to 
the exchange - so 'what cabinet'?)

My street and the surrounds got new ducting a while back - BT just 
happened to put in in when the main streets were dug up 12 years ago by 
the council as part of an improvement scheme. They haven't used them 
though.
