BT is a commercial company with an obligation to keep their shareholders happy, so they're not going to spend money where it's not profitable - except when they want to extinguish competition. (e.g. all the 'wisps' that sprung up 6 years ago) My exchange was in the last batch in the country to get ADSL, and then ADSL2. It has no target date for ADSL2+ let alone FTTC. (however I'm fed from a pole which is underground ducted to the exchange - so 'what cabinet'?) My street and the surrounds got new ducting a while back - BT just happened to put in in when the main streets were dug up 12 years ago by the council as part of an improvement scheme. They haven't used them though. Roll on sub-ether radio...
