Your first step is working out if you need to move on or not - it's a business so 
you don't want to invest money in IT you don't need to. So try to go  with a 
"benefits driven" approach.

Look at the situation and see what changes you think would be advantageous and then 
start writing down why. Try to put a pounds and pence value on as many benefits as 
you can but some will not be quantifiable in those terms (job satisfaction for 
instance). Bear in mind that benefits depend on your perspective e.g. reduced 
overtime is a benefit for the business but may not be regarded as a benefit by some 
employees. Figure out what points to stress to different parties and where you're 
likely to encounter resistance.

You then develop a plan for realizing those benefits you identified - what hardware 
and software will be required, how much will it cost, how long it will be until you 
start saving money, who will be responsible for changes in business process to take 
advantage of the new system(s), etc.

If you can present a case which shows a relatively good cost/benefit ratio your much 
more likely to convince management to invest in your proposal rather than all the 
other demands on resources (more marketing or whatever) they have to balance.
