"Voice quality not good enough" is rather subjective, such that it
rivals "it's not working" for being a uselessly ambiguious error report.
Though there are most certainly objective standards for the audio
characteristics of telephone lines.

Unless every router (and switch) involved honours the QoS that isn't
going to make any difference at all.
On a LAN this is considerably easier to ensure.

Is that H.323, SIP or IAX? I believe Vonage use SIP. Both H.323 and SIP
can have
issues with NAT.

Do you mean an IP phone with Vonage or a different provider. If you are
using some
kind of ATA try a different phone and check that it is set up correctly
for a UK phone.
