There's quite a bit of misinformation about this. Typically the devices will signal between the neutral and earth. These typically have less than 5V between them. Using phase and neutral or phase and earth means that the electronics needs to cope with 230V RMS which makes it considerably more expensive. This also means that it dosn't matter if your neighbour is on the same phase or not.
