No.  LINX is one of a number of exchange points where ISPs meet to
exchange traffic.  LONAP is another in London, and there's another
(MANAP?) in Manchester.  I'm sure there are others I can't remember.
Some ISPs also have private peering arrangements and traffic between
them won't go via any of the IXPs.
