You probably want to restart 'hal' with 'sudo /etc/init.d/hal restart'.
Alternatively, rmmod the affected usb driver and modprobe it back.

If the card reader was originally detected and mounted by Nautilus
(i.e. by a Gnome user in a GUI), logging out and logging back in may be
sufficient.

(restarting hal also restarts the nautilus subsystem).

Also worth seeing if there is a GUI method involving
System:Administration:Device Manager. Just starting it could be enough
to detect it.

Generally, if dmesg is not showing the identification of the card
reader when it is plugged in, the relevant usb module is the place to
start, using rmmod and modprobe.
