Love the reply Rob... Now I'm thinking about how this works with Linux  
..its Open Source, governments are Closed Source. Open government is a 
way of saying this circle is actually a square. Some people  actually  
believe it is Open and Square!. The government will try to tell you that 
Linux and Open Source software that costs nothing is more expensive than 
paid for software because paid for software its better value for money 
....Its all the same sort of logic ...A chicken has two eyes walks on 
two legs a man has two eyes and walks on two legs therefore a man is a 
chicken.
Health and safety is just the same...If you have a risk assessment then 
its safe...Well its OK to do  something  that isn't safe  as long as you 
assessed how unsafe it is and do the unsafe thing in a safe way.  Its 
all a bit like jumping without a parachute in the safest way possible. 
If you have a fire blanket in a kitchen you should tell people not it 
use it because its not a safe procedure but you should have a fire 
blanket to comply with some fire regulation ( that clearly is not safe 
in the case of a fire). This is  the  direct advice from the Cornwall 
fire brigade  to my  mother.
I guess if yo have a computer you should have Windows installed because 
its a retail regulation but not use it because its not safe you should 
use Linux instead ? All makes sense now ? nice to help out.
