gpg is always trying the numerically first IP address.

Hmm - that doesn't seem right to me.

It should time out after 25 seconds or so and try the next IP address in
the list, it probably ought to be rotating the load (the answers from
dig rotate nicely).

Anyway the mystery is kind of resolved.
