They're distributing and promoting it, though.

Sure it is. Ubuntu promoting and distributing proprietary 
software is a very good reason to not recommend it as an example 
of a worthwhile GNU/Linux distribution or useful contribution to 
free software. Ubuntu does some useful work, but lets itself down 
with 'own goals' such as this one.
