Ubuntu-base hasn't existed for a couple of releases. Ubuntu-minimal, meanwhile, is a metapackage that is non-essential for system operation.

Check that you haven't been using Automatix, etc; but ubuntu-minimal can be safely removed until you next upgrade (hopefully to Etch.)
