I would guess that the untarred package doesn't contain a configure file - not 
all do. My initial thoughts would be to go into the folder iscan-2.4.0 and 
see what it contains - there is likely to be a readme or install note there 
which will explain how to build the package.
To become the "super user" in a Ubuntu system, you use the sudo command from a 
command line.
