That would be very useful...  Although DPN have a board it's only for
members currently, and there isn't really anything else that's free
that I know of.

Spammers ensure that such measures tend to require some level of registration and restricted write access.

It's similar to how free software itself works: The source code is available to anyone to read and modify in their own ways but modifications to the upstream or original source require some form of filter to prevent abuse / overload. Free software is no less free when changes have to be approved as long as nothing prevents someone creating a fork containing changes that were refused. Same with a wiki - the original ideal of all wikis being editable by anyone does not take account of those who would modify indiscriminately and who would also refuse to abide by any conventions on subject matter or volume.
