I don't think it is quite like that. Ubuntu doesn't like you having a root password but you can do system things with sudo. I found this annoying and it is easy to get round it so mine has a root password in the usual way. Surely a user needs to do system things, eg to mount a CD so you need something. The Ubuntu forum is full of queries about how do I do this or that with sudo.
