Time was when ftp used to default to ASCII for transfers, thus screwing up any binary file unless you remembered to set the transfer mode to binary. Modern ftp does the opposite - it defaults to binary, thus not performing ASCII translation between DOS/Windows machines (and others using CR/LF) and *[Xx] which just use LF. Are you saying that vsftpd is ignoring the "ascii" command ?
