Problem solved - I'm now walking on air!
 
It was just a freakish coincidence that I was installing qmail and it stopped!!
 
I realised there was a commonality between the default httpd.conf and my edited version which is that the includes in the conf.d are still included, so I disabled the includes in the httpd.conf file i.e.:
 
"Include conf.d/*.conf"
 
and it worked!! - and found through trial and error that the php.conf file that was causing the problem so I looked at my log file i.e.:
 
"/var/log/php_error.log"
 
 and (LOL) it was over 2 gig!!!
 
By reseting my log it solved the problem!!! (for now - I'll have to do some php debugging).
 
There is some irony somewhere (i.e. the error log getting too big and causing the error!!).

Nothing nasty there,

Anything in /var/log/syslog or /var/log/messages?

oh by the way on apache 2 the daemon is called apache2 (on debian
anyway) not httpd. so "ps -e" will show apache processes not httpd
processes.
