This bit me too,

remove udev and install hotplug seems to work, they are exclusive wrt
each other.

I'm sure the proper way to go is to get udev working but after seeing
the same results as you I just can't be bothered with a fight so have
stuck to good old hotplug and nothing has suffered for it either.
