Looks like I have solved this, now, well certainy in X plus the login menu is now in English,

it was the xorg.conf file, it was set to US, even though I had set it otherwise in KDE.

Which control center? KDE or whatever distro you use? And KDM or GDM?

A bug in KDE? Surely not! Check your Xorg.conf; KDE control center is likely to apply only to KDE.

    I managed to get the right keyboard map in last night, but it's
    all back
    to being wrong again.   Any suggestions as to where to look, for a
    solution.
