I seem to remember seeing this once, when the default fonts Konqueror wanted were not installed on a Redhat box, and it defaulted to some small fixed size fonts. Menubar is toggled by "Ctrl" + "M" easy to see that when you have a menu bar with the short cut mentioned on the menu ;) The KDE control panel should let you set default font sizes for all applications as well, although of course this could have been overridden.
