We already have a unique identifier on every car, and a proven system for using it to reduce congestion in London, which is far simpler and cheaper to set up. If they want to raise revenue, they can tax fuel, with the added bonus it targets the most damaging environmental effects of cars. No doubt the big brother angle appeals to the current muppets are the home office.
