Mambo fits the PHP/mysql criteria, I believe there may even be an OScommerce module as well, although I was fairly disappointed with the eCommerce options "out of the box" when I last looked (a while back now).
It may be over kill for you, but the install is pretty straight forward, and most of the features can be switched off (or just don't install).
It supports a "news" model, with basic RSS aggregation available. Many of the 3rd party addons are far better than the bundled versions for same tasks, guess this is the peril of a modular system, and relatively slow core product release cycles.
