I'd vote the second (sorry Anton).

Under Debian Sarge...

srw@xxxxx:~$ type firefox
firefox is /usr/bin/firefox
srw@xxxxx:~$ type mozilla
mozilla is /usr/bin/mozilla
srw@xxxxx:~$ type konqueror
konqueror is /usr/bin/konqueror

For Firefox there is libraries and common data under
/usr/lib/mozilla-firefox

Startup, and defaults under /etc/mozilla-firefox

Some odds and ends in /var/lib/mozilla-firefox (?!)

And the script to start it in /usr/bin

Although one could argue that some bits in /usr/lib belong in /etc/ and
vice versa, generally the arrangement makes sense, and complies with
some or all of the various standards for both Debian, Linux, and Unix.
