It is a rather odd situation to want to know what package a file is in,
when you don't have it installed anywhere, and nothing you have depends
on it. What file are you looking for?

When compiling from source it doesn't care about any apt repositories, so it won't 
install any libraries or whatever on which it depends.  It'd be useful to be able to 
go "Aha!  It needs X.Y.Z, have I got it?"
