If they just aren't getting power to the CD drive, the draw won't open,
so it is usually easy to tell if CDs aren't getting power.

Most IDE problems are; wrong cable, cable wrong way around, devices with
wrong jumpers. Have you eliminated these?

I'd say "simplify", can the BIOS recognise the CD, when there are no
other IDE devices plugged in. Similarly the hard drive.
