They are crooks, why should they let a little thing like not owning
something get in the way of their plans.

Microsoft are unlikely to want to annoy China, India, Pakistan, Russia
or Israel. The rest of Asia, especially Afghanistan, Iraq and possibly
Iran, may be their intended target,
