Seems likely. Seems broken to me as well.
Can you ping the netx hop address from your router ? - next hop should I believe be ge11-0-bba1.th.eclipse.net.uk).

Is the line definitely enabled ? this can be checked by using the bt test login (as detailed at http://www.adslguide.org.uk/qanda.asp?faq=troubleshooting#Q132).
