This is an example of Debian not hand-holding like Mdk, SUSE and RH. Bash is not customised once installed. There is a bashrc in /etc/
/etc/bash.bashrc


This should be copied to ~ as .bashrc - then when you next login, .bash_profile will be run, as dictated in .bashrc. There are other options on bashrc that a lot of people enable, like colours for ls, aliases and other tweaks.

start up fetchmail and a couple of other things, this is a bit of a pain.

Couldn't that be a cron job?



Does anyone know what I have to fiddle with to either get this file
read when I log on, or where else I need to put the startup prgrams to get them to start automagically?



There are a number of other configuration files stored in appropriate parts of /etc/ that you might want to copy and use.
e.g. lynxrc, viminfo
