KDE Control Center, just above Home in the KDE3 K menu. Select Peripherals
then Mouse. Same panel can be reached from the Configuration menu, then KDE
then peripherals and mouse as above.

Didn't think to look under peripherials...

It's a shame Redhat have decided to make things more familiar for users of Windows, while making things more difficult for existing Linux users :-(
