[LUG] .htaccess two allows?

I want to allow:-

1)  anyone from a range of IP addresses

2)  anyone with a user ID/password who comes from any IP address

access to a directory in teh website.

Just putting allow 123.456.789.123 and then the usual passwording stuff in 
didn't work.  SHould it, so I need to look for my mistake, or do I need to 
have two stanzas or something?

obLinux: it is on an Apache on Linux server.
