I think you want "satisfy any" directive if you have both an
"allow" and a "require".

Consider forcing the authenticate on the "trusted" network, if
they already belong to one consistent authentication scheme
(such as NT domain or similar) you might be able to do this
without requiring manual authentication when on the "trusted"
network. Better yet you don't muddle your layers as much, so no
reconfiguring Apache because you added extra machines to the
trusted network.
