depending upon copyright etc, how about spidering one or more of the 
web-based ones like wikipedia or those mentioned, (or asking them for a 
CD...) and then using Ht:/Dig to search a local copy of it through file 
access and through the APache running on the local computer?

You should provide a means for users to contribute to the project, whether by 
periodic collection or by uploading or email, I'd say, ethically.
