Nah that is smurfport not smurftime that can't handle ISDN
bonding

smurfport/friaco is terminated by BT (or in rare cases with people like
THUS

Who strangely enough allow ISDN bonding under some perculiar
conditions.... although the whys and wherefores are so complex
as to make it practically useless. 

if you keep rettrying you'll get there eventually, but you have to hit the 
same nas as your first line is sunc on for it to happen - it can take 
forever.
