Sorry, just to update my last impetuous comment about traling slashes. 
It is just required that they match. i.e. 
    ScriptAlias /cgi-bin/ "/var/www/cgi-bin/"

Anyway, I have run the script on my local installation (default SuSE 
7.3 apache ) and it works.
